About

The European Union ranks among Egypt’s largest investors, with its foreign direct investment stock reaching €36.6 billion in 2024. A major milestone under the trade and investment pillar was the launch of the EU–Egypt Guarantee for Development Mechanism in June 2025, designed to mobilize up to €5 billion in investments by 2027 through the European Fund for Sustainable Development Plus (EFSD+).

 

In this context, the EU has commissioned ECES to analyze the current landscape of EU investments in Egypt and to identify priority areas for future investment through a comprehensive mapping of existing EU investments in Egypt, complemented by an identification and prioritization of emerging sectors with high growth prospects and then proposition of priority reforms either required horizontally or within the identified sectors. This exercise is intended to support European investors in pinpointing Egypt’s key sectors with strong investment potential.
